PETITION FOR INITIATIVE
FREEDOM FROM TOXIC TRESPASS

The undersigned electors of the City of Reading, Berks County, Pennsylvania, acting under the authority of the City Charter, Article XII, §1204(a) hereby petition the Berks County Board of Elections to place a question on the 2021 General Election Ballot asking the electors of the City of Reading to approve or decline to approve adoption of an amendment to the Reading City Charter, adding to Article 11 ("Citizens' Rights and Participation") a new option titled "Fredom From Toxic Trespass," which recognizes the legal right of human and natural communities within the City to be free from poisoning by toxic trespass, which establishes a toxic trespass policy including prohibitions and citizen-managed oversight and enforcement procedures to protect these rights.
