POSITION SUMMARY:

Position requires experience with the operation and maintenance of streets and highways of the City of Reading.

Typical job duties may include but are not limited to:

  • Operate a loader, backhoe, street sweeper, roller, snow plow, (large/small), salt spreader, compacter, tar kettle, bucket truck, leaf machines, or any additional equipment as directed.
  • Work with small equipment, including chain saws, plate whacker, jack hammer, tamper, street saw, etc.
  • Work independently or as part of a team assisting with snow removal, leaf collecting and /or road work.
  • May temporarily fill in for other departments within Public Works
  • Must be able to work independently.
  • Duties may involve indoor and outdoor work of a physical nature as physical raking or sweeping streets.
  • Other duties may be assigned.
  • May require seasonal 2nd or 3rd shift.

MINIMUM QUALIFICATIONS

Educational Requirements/Experience:

  • Minimum of a High School Diploma or GED Equivalent
  • Ability to read, write, and understand English.
  • Class B CDL PA driver’s license with air brakes and tanker endorsement is required.
  • A minimum of two years’ experience with street maintenance.
  • Prior experience with operation of appropriate mobile heavy equipment.

POSITION SUMMARY:

 

Typical job duties may include but are not limited to:

  • Handling emergency/non-emergency calls and additional requests for police service.
  • Successfully operate various systems, software, and radio console equipment.
  • Apply policies, procedures, and guidelines relating to emergency/non-emergency situations.

POSITION SUMMARY:

Position requires experience with the operation and maintenance of underground utilities to perform repairs, replacement, and rehabilitation via excavation work, pipe inspection and cleaning using specialized in-pipe equipment, and preventive maintenance to maintain the sanitary and storm sewer facilities owned by the City of Reading.

Typical job duties may include but are not limited to:

  • Responsible for performing all aspects related to excavation, inspection, & repair work pertaining to the City’s sanitary and storm sewer systems, including using any hand or power tools and operating heavy equipment.
  • Must be able to operate a combination sewer mobile line cleaning equipment such as vac/jetter truck independently.
  • Must be able to operate the in-pipe televisual inspection equipment hardware and software using industry-standard criteria and provide printed and/or electronic reports to supervision.
  • Responsible for providing accurate daily work performance reports used for PA DEP reporting to supervision.
  • Other duties as may be assigned.

MINIMUM QUALIFICATIONS

Educational Requirements/Experience:

  • High School Diploma or GED Equivalent
  • Class B CDL PA driver’s license with air brakes/tanker endorsement is required.
  • PA DEP Class E Collection System certification is preferred.
    • Employees who acquire PA DEP Class E Collection System certification will receive $0.50 per hour increase.
  • NASSCO PACP certification is preferred.
  • Any new hire or employee outside Sewers bidding on positions will be required to obtain NASSCO PACP certification within two (2) years of date of hire or transfer.
    Employees who acquire NASSCO PACP certification will receive a $1.00 per hour increase.
  • A minimum of two years’ experience with underground utility excavation work, including deep excavations, with other utilities in close proximity is required.
  • Prior experience with operation of appropriate mobile heavy equipment including dump truck, backhoe, front end loader, and tanker truck is required.
  • A background with CCTV inspection work is preferred.
  • Previous combination vac/jetter truck experience is preferred.
  • Confined Space entry and trenching & shoring background is preferred. Prior experience with hand and powered hand tools including jack hammers, lasers, cutoff saw, chainsaw, drain cleaning equipment, and pipe cutters is preferred.

POSITION SUMMARY:

The Planner I is primarily responsible for providing administrative and planning assistance to senior staff in the implementation of the City’s Comprehensive Plan, Subdivision/Land Development Ordinances, Zoning Ordinances and Census data information. Reports to the Planning Manager.

Typical duties include but are not limited to:

  • Contribute to drafting the publication of meetings, preparation of agendas, placarding of properties, project research, field surveys, and the preparation of reports.
  • Contribute to research and or administrative duties relevant to the provision of services to the public on zoning and planning activities including attendance and the delivery of public services at neighborhood planning meetings.
  • Conducting field surveys such inspections on land use, property conditions, and traffic as assigned.
  • Preparing applications for State and Federal programs and grants.
  • Contribute to development of plans for land use and revitalization.
  • Providing background research and preparing reports as requested by unit Managers and Division Directors which may be forwarded to City Council, the Zoning Hearing Board, City Planning Commission, the Reading Redevelopment Authority, or senior staff members.
  • Recommend approvals or denials of development proposals.
  • Contribute to writing policies on land use and development.

MINIMUM QUALIFICATIONS:

Educational Requirements/Experience

  • Bachelor’s degree in urban planning, architecture, civil engineering, landscape. architecture, land surveying or related curriculum.
  • Minimum of 3 years work experience in a formal administrative setting.
  • Preference to applicants with experience in the public or private sector planning, community development or land use law.
  • Experience in the use of data bases, spreadsheets, and GIS.
  • Technical training in plan reading and development procedures.

The Mechanical Inspector/Plans Examiner has direct contact with both external and internal customers; therefore, the inspector must have excellent communication and customer service skills.  Also, the inspector must be able to readily adapt to, interpret, explain, and implement changing codes and ordinances.

Typical duties may include but not limited to:

  • Review and approve HVAC permit submittal documents.
  • Schedule and perform field inspections.
  • Maintain and submit records of field reports, inspection results, and plan reviews.
  • Assist developers, designers, and property owners with code-related problems.
  • Support other City departments as necessary.
  • Identify potential electrical system hazards and recommend abatement action.
  • Draft and mail notices of violation, citations, demolitions, and abatement orders.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS:

Educational Requirements

  • Minimum high school diploma/GED.
  • Must possess current ICC or equivalent certification for Commercial Mechanical Inspector.
  • Must possess current ICC or equivalent certification for Mechanical Plans Examiner.

Experience

  • Must be currently certified and in good standing with the Pennsylvania Department of Labor & Industry as a Construction Code Official. (Certification card must be furnished)
  • Basic computer skills with Microsoft Office Suite.
