Special Event Permit Application

A Special Event is a temporary event, gathering, or organized activity on any City street, public or private property, or in any City park, building, or other facilities. Any commercial outdoor gathering of at least 25 individuals, whether on public or private property, assembled with a common purpose for a period of one hour or longer REQUIRES a permit to run a special event in the City of Reading.

Examples of special events include but are not limited to: concerts, dances, assemblages, processions, parades, circuses, amusement rides, fairs, festivals, community events, marathons and other running events, bicycle races and tours, car races, and other organized activities conducted for the purpose of fundraising for-profit, non-profit fundraising, community promotion or charity.

The Special Event Permit application must be submitted along with a $500 security deposit and $300 application fee (discounted $100 application fee with proof of non-profit status) at least 90 days prior to the Event.

Other documents must be submitted with your application, including:

• Photo ID
• Certificate of Comprehensive General Liability Insurance
• Map
• Notarized Hold Harmless and Indemnification Agreement View the Full File (hyperlink to attached PDF)
• Health Permit as applicable
• Proof of Non-Profit status
