Meeting Report


Attendance:  M. Goodman-Hinnershitz, J. Cepeda-Freytiz (electronically) S. Marmarou (in person)


Others Attending:  S. Smith (in person), A. LaMano, F. Denbowski (electronically)


The meeting was called to order at 4:13 pm by Mr. Marmarou.


  1. Interviews


  • Michael Kautter – reappointment – Fire / Building Code Board of Appeals


Mr. Marmarou questioned if Mr. Kautter regularly attends hearings.  Mr. Kautter stated that he does.


Mr. Marmarou questioned if Mr. Kautter believes this Board is necessary.  Mr. Kautter expressed the belief that it is very necessary.  He stated that many residents have questions about the Codes and this Board provides them clarity.


Mr. Marmarou agreed with Mr. Kautter and stated that residents cannot plead ignorant of the Codes.  Mr. Kautter agreed.


Ms. Goodman-Hinnershitz questioned if Mr. Kautter had any recommended changes to how the Board operates.  Mr. Kautter stated that he does not and expressed the belief that the Board functions well.


Ms. Goodman-Hinnershitz stated that Reading has many new residents.  She stated that one of her neighbors installed an oven in the basement without the proper ventilation and without building permits.  She questioned how the Board can be more proactive.  Mr. Kautter expressed the belief that this would be a Code amendment issue and not an appeal issue.


Ms. Goodman-Hinnershitz stated that it is an interesting situation.  She expressed the belief that there has been an increase in building activity in Reading.  She questioned if this has caused an increase in appeals.  Mr. Kautter stated that there are typically two appeals per year.


Mr. Marmarou questioned what changes Mr. Kautter would recommend.  Mr. Kautter stated that he does not recommend any changes.  He expressed the belief that the City’s One Stop Shop is a very excellent tool and that Reading is the only local municipality that offers this service.  He stated that this is a great way for contractors to get in front of potential issues.  He expressed the belief that many small business owners have no idea of what to expect.


Ms. Goodman-Hinnershitz and Mr. Marmarou thanked Mr. Kautter for his willingness to continue serving in this role.


Mr. Kautter stated that he is currently working with the Reading School District on building renovations of approximately $23 million. 


The Nominations and Appointments Committee recommends the reappointment of Michael Kautter to the Fire / Building Code Board of Appeals.


  • Carlos Estrada – appointment – Youth Commission


Mr. Estrada did not attend the meeting. 


  • Adorelis Medina – appointment – Youth Commission


Ms. Medina did not attend the meeting.


The meeting was adjourned at 4:21 pm.
