COVID19 Hospitality Industry Recovery Program (CHIRP)

On Feb. 5, Gov. Tom Wolf signed into law Act 1, legislation that sets aside $145 million in funds to aid hospitality industry businesses affected by the COVID-19 pandemic. The program will make $4,770,257 available to Berks County hospitality businesses for COVID-related business revenue loss as well as attendant program administrative costs.

CRITERIA FOR APPLICATION:
The program will be open to for-profit entities that meet the following criteria:

  • Located in Berks County.
  • Up to 300 fulltime equivalent (FTE) employees during calendar year 2019 and a tangible net worth of $15 million or less.
  • Have sustained a reduction in gross receipts of at least 25% in any one quarter of '20 compared to such receipts in the same quarter of '20, OR if not in business in Q1 or Q2 of '19, it had a reduction in receipts of at least 25% in any quarter of '20 compared to its receipts in Q3 or Q4 of '19, OR if not in business in Q1, Q2, or Q3 of '19, it had a reduction in receipts of at least 25% in any quarter of '20 compared to its receipts in Q4 of '19, OR if not in business in '19, but operating by 2/15/20, it had a reduction in receipts of at least 25% in either Q2, Q3, or Q4 compared to receipts of Q1 of '20, OR if in operation during all 4 quarters of '19 and had a reduction of at least 25% in its annual receipts in '20 compared to '19.
  • The legislation requires grant recipients have a NAICS designation within the Accommodation sub sector (721) or Food Services and Drinking Places sub sector (722). These are the ONLY eligible NAICS codes as reported on the 2019 business tax return.
