The Historical Architectural Review Board (HARB) reviews all proposed exterior alterations, demolition, new construction, and additions visible from a public right-of-way within the four (4) historic districts and one (1) conservation district located in the City of Reading. The districts include the Callowhill, Centre Park, Penn’s Common, and Prince Historic Districts, as well as the Heights Conservation District. Each of these unique districts has a concentration of contributing architectural resources with many character defining features, which the HARB is commissioned to preserve as set forth by the City of Reading Historic and Conservation Districts Ordinance (Chapter 295) in accordance with the US Secretary of the Interior's Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings, Construction Codes (Chapter 180), and by any policies or guidelines adopted by the Board or the City of Reading.
