The City of Reading is seeking bids for the sale of land located at 46 North 3rd Street, Reading, Pennsylvania. Interested parties are invited to submit sealed bids for the property specified herein. Bids, along with a certified or cashier’s check in the amount of two thousand dollars ($2,000.00) are due in the Purchasing Coordinator’s Office, Room 2-45, City Hall, 815 Washington Street, Reading, PA, 19601-3690, by no later than 3:00 PM, Thursday, June 19, 2018. Submission shall be clearly marked “Offer for 46 North 3rd Street”. The City, at its sole discretion, reserves the right to accept or reject any and all bids submitted.

    Situated in the City of Reading, County of Berks and Commonwealth of Pennsylvania

     

  2. GENERAL GUIDELINES AND REQUIREMENTS

     

    1. The minimum sale price of the property shall be $2,000. Free and clear title shall be conveyed at closing.

       

    2. The City of Reading will convey by quitclaim deed and will furnish evidence of title, but will pay no commission to brokers.

       

    3. The balance of the purchase price is to be paid in full on the day of final settlement, which shall be within thirty (30) days of the award of the proposal. The deed shall be a special warranty deed. The successful bidder shall pay all transfer taxes due. Current taxes shall be apportioned on a fiscal year basis.

       

    4. Subject to general taxes after transfer of deed.

       

  3. PROPOSAL SUBMITTAL REQUIREMENTS

     

    1. The full name and address of the person, firm or corporation submitting the bid. A signature of a person authorized to enter legal agreements on behalf of the submitting entity shall be affixed to each bid.

       

    2. Bids shall be submitted in two (2) duplicate copies of all material.

       

    3. A certified or cashier’s check made payable to the City of Reading in the amount of two thousand dollars ($2,000.00). All bidders not selected for this project shall have the check returned without interest. The check of the selected bidder will be applied toward the sale price of the property.

  4. AWARD PROCESS

     

    1. The City reserves the right to accept or reject any or all bids submitted. All submitted material shall become the property of the City of Reading, except for the refundable deposit check.

       

    2. No representation or warranty is made by the City of Reading regarding the condition of the site.

       

    3. The City accepts no responsibility or liability for costs incurred by a bidder in the pursuit of the bid.

       

    4. In the event that the City receives more than one bid at the same dollar value, the bid with the least number of contingencies will be considered to hold a greater value to the City.

       

  5. QUESTIONS

     

    To ensure fair consideration for all proposers, the City prohibits communication to or with any department director or division manager or employee during the submission process with the exception of those questions relative to interpretation of specifications or the proposal process. No interpretations of the meaning of the bid documents will be made to any bidder orally. Every request for such interpretation shall be in writing to the City of Reading Purchasing Office, and to be given consideration must be received in writing prior to 4:00 P. M. on June 12, 2018.     Any and all such interpretation will be in the form of an Addendum to the Contract Documents, and will be faxed to prospective proposers at the number furnished by them not later than 3:00 P. M. on June 14, 2018.

     

    Additionally, the city prohibits communications initiated by a proposer to the City Official or employee evaluating or considering the proposals prior to the time an award decision has been made. Any communication between proposer and the City will be initiated by the appropriate City Official or employee in order to obtain information or clarification needed to develop a proper, accurate evaluation of the proposal. Such communications initiated by a proposer may be grounds for disqualifying the offending proposer from consideration for award of the proposal and/or any future proposal.

Sealed Proposals will be received in the Purchasing Office, City Hall, Reading, Pennsylvania, until 3:00 P.M., June 19, 2018, for the sale of land located at 46 North 3rd Street, Reading, Pennsylvania.

 

The successful bidder will be required to make full payment of the balance of the purchase price to the City of Reading within thirty (30) days of the award of the proposal. The deed shall be a special warranty deed. The successful bidder shall pay all transfer taxes due. Current taxes shall be apportioned on a fiscal year basis.
