NOTICE TO PUBLIC OF FINDING OF NO SIGNIFICANT IMPACT
AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy the above-cited two separate but related procedural notification requirements for activities to be undertaken by the City of Reading.

 

REQUEST FOR RELEASE OF FUNDS

 

On or about July 13, 2018, the City of Reading will submit a request to the U.S. Department of Housing and Urban Development to release Federal HOME Investment Partnership (HOME) Program funds under the National Affordable Housing Act of 1990, as amended, to be used for the following project in the City:

 

Project Title: Barley Square - The Woda Group

Purpose: Provide affordable housing for seniors.

Location: 125 South Second Street, Reading, PA

Project Description: New construction of 57 rental units in one 3-story, elevator-serviced building for independent seniors who qualify under the Low Income Housing Tax Credit (LIHTC) Program. The project includes excavation, construction of the building, surface parking, utility connections, and landscaping.

Project Issues: None.

Mitigation Measures/Conditions/Permits (if any): None required beyond normal land development and building permits.

Estimated Project Cost: The project is estimated to cost $12,000,000 and will receive $140,000 from the 2017 HOME program.

Estimated date of completion: 12/31/2019.

 

FINDING OF NO SIGNIFICANT IMPACT

 

The City of Reading has determined that the above-identified project will have no significant affect on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act (NEPA) of 1969 is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City of Reading, Community Development, City Hall Office 3-12, 815 Washington Street, Reading, PA 19601-3690 and is available for public examination and copying, upon request, Monday through Friday during normal working hours.

 

PUBLIC COMMENTS

 

Any individual, group, or agency may submit written comments on the ERR to Tami Davies-Coleman, City of Reading, Community Development, City Hall Office 3-12, 815 Washington Street, Reading, PA 19601- 3690. All written comments received by July 12, 2018 will be considered by the City of Reading prior to authorizing submission of a request for release of funds. Commenters should specify which Notice they are addressing.

 

RELEASE OF FUNDS

 

The City of Reading certifies to HUD that Wally Scott, serving in the capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process, and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Reading to use HOME Program funds.

 

OBJECTIONS TO RELEASE OF FUNDS

 

HUD will accept objections to its release of funds and the City’s certification for a period of fifteen days from its receipt of the request only if the objections are on one of the following bases:(a) the certification was not executed by the Certifying Officer or other officer of the City of Reading approved by HUD; (b) the Responsible Entity has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in a project has committed funds, incurred costs, or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58), and shall be addressed to the Director of Community Planning, Department of Housing and Urban Development at the HUD Pennsylvania State Office, Wanamaker Building, 100 Penn Square East, Philadelphia, PA 19107. Potential objectors should contact HUD to verify the actual last day of the objection period.
