THIS IS A REPORT ON THE APPROPRIATION TRANSFERS THAT OCCURRED DURING 2015. I PREVIOUSLY PRESENTED THE 2014 ANNUAL REPORT ON MAY 18, 2015.

 

AN APPROPRIATION TRANSFER IS REQUESTED WHEN THE CURRENT YEAR’S BUDGETARY ALLOCATION IS INSUFFICIENT TO COVER CURRENT EXPENSES PLUS FUTURE EXPENDITURES OF AN INDIVIDUAL EXPENSE LINE ITEM FOR THE CURRENT YEAR.

 

THERE WERE FORTY FOUR (44) APPROPRIATION TRANSFERS DURING 2015, OF WHICH FOURTEEN (14) WERE ABOVE THE $10,000 THRESHOLD. OF THOSE TRANSFERS EXCEEDING THE $10,000 LEVEL, THIRTEEN (13) WERE ENACTED AS REQUIRED THROUGH ORDINANCE AND APPROVED BY BOTH CITY COUNCIL AND THE ADMINISTRATION. THE REMAINING ONE WAS A FURTHER REFINEMENT/RECLASSIFICATION OF REVENUES FROM NO SPECIFIC DIVISION TO CODES, ZONING AND TRADES DIVISIONS.

 

ALSO THREE (3) TRANSFERS INVOLVED THE USE OF THE CONTINGENCY LINE ITEM, WHICH COUNCIL CONTROLS FOR ACCEPTABLE USAGE. THOSE THREE (3) TRANSFERS PERTAINED TO AN ALLOCATION ($75,000) TO EMERGENCY DEMOLITION COSTS FOR EAST LAUREL STREET, ADDITIONAL SAVINGS ($205,863) FROM BOND REFINANCING, AND ($30,000) FOR ABATEMENT COSTS IN CODE SERVICES.

 

APPROPRIATION TRANSFERS OF $10,000 OR MORE REQUIRE CITY COUNCIL APPROVAL. THE TRANSFERS BELOW THE $10,000 AMOUNT DO NOT REQUIRE COUNCILMANIC ACTION. THEY DO, HOWEVER, NEED APPROVALS OF VARIOUS CITY PERSONNEL, INCLUDING DIVISION MANAGER, DEPARTMENT DIRECTOR, FINANCE PERSONNEL AND THE MANAGING DIRECTOR.

 

ALL OF THE APPROPRIATION TRANSFERS DURING 2015 WERE AUDITED, VERIFIED AND ACCURATELY POSTED TO THEIR RESPECTIVE ACCOUNTS IN A RELATIVELY TIMELY MANNER.

 

THE TOTAL DOLLAR AMOUNT OF 2015 APPROPRIATION TRANSFERS WAS $13,621,390.69. PLEASE NOTE THAT SOME APPROPRIATION TRANSFERS INVOLVED MORE THAN ONE (1) FUND, THEREFORE THE BELOW LISTED CHART TOTAL NUMBER OF TRANSFER (51) ADDS TO MORE THAN THE (44) ACTUAL APPROPRIATION TRANSFERS. THE FOLLOWING CHART SUMMARIZES THE NUMBER OF TRANSFERS, THE FUND AND THE DOLLAR AMOUNTS FOR 2015:
