Bid Form – Delete the description for Bid Form Item No. 5 in its entirety and replace with the following language:

 

Total cost to furnish and install the General construction for the entire Vault project, as required by the Drawings and Specifications (not including items 1 through 4 above)

 

 

Questions and Answers

 

Q1. The addendum makes reference to the beam pocket detail. There is no beam pocket detail on S1.02, could you please provide that detail?

A1. As a clarification, the Contractor is required to provide a pocket in the existing wall to accommodate the new beam. There is not a specific detail for that requirement.

 

Q2. Can all lanes of 5th St. be closed during the hours of 6:00 pm thru 6:00 am from Penn St. to Cherry St.?

A2. A complete street closure of north and south bound lanes of 5th Street between Penn Street and Cherry Street will we allowed with the condition that the Contractor shall provide the following: coordinate with the City to insure final authorization by PennDOT for the closure; provide the required maintenance and protection of traffic, including set up and removal of the detour signage; provide all costs associated for the closure as incidental to the contract unit items. Street closures shall be restricted during the hours of 8 PM to 6 AM, and there shall be no street closure during any scheduled event such as those at the Santander Arena. The total number of closures shall be limited to 4 evenings.

 

Q3. Is the Contractor required to pay the City of Reading Business Privilege License fee and Business Privilege Tax?

A3. Yes.

 

Q4. What is the expected time the City will issue a Notice to Procced? What are the requirement for cold weather conditions?

A4. The City anticipates the contract to be awarded by City Council by October 30, 2017 following a successful receipt of bids. The executed Contract and Notice to Proceed would be issued as soon as possible after that. Cold weather conditions are anticipated due to the contract start time and contract duration. The contractor will be responsible for providing protection from the cold weather conditions to ensure the satisfactory completion of the work.

Q5. Are there any existing utilities that need to be upgraded as a result of this work?

A5. The City does not anticipate any utility upgrades and the project should be bid accordingly. If the need for upgrades are encountered then the contract will be amended as necessary.

 

Q6. Does the City have secure storage nearby?

A6: The Reading Parking Authority owns a surface parking lot across Cherry Street from the site which could be used for equipment storage. The Contractor must coordinate the use of the parking spaces and shall include the cost of reserving those spaces as incidental to the unit prices in the contract.
