ADDENDUM NO. 2 Project: Kenhorst Boulevard Repaving Engineering Services

 

DUE DATE: Tuesday, October 25, 2016

 

This addendum is issued for the purpose of clarifying the intent of the contract documents, for making necessary corrections, deletions, and additions to the documents.

 

Questions and Answers

 

Q1. Are all of the ramp designs available?

A1. The ramp designs will be provided to the engineering firm after they are approved during the Kenhorst Boulevard ADA Ramps Project.

 

Q2. What is the funding source?

A2. PennDOT Liquid Fuel funds.

 

Q3. Will traffic need to be maintained on Kenhorst Boulevard or will a detour need to be in place

A3. The City requires that the street remain open during construction. However, if the engineer determines that at street closure is necessary or will be more efficient and safer, then a detour plan shall to be provided.

 

Q4. Is there any data available on the existing pavement structure?

A4. The only records available are some historic aerial photos collected from the internet. No design or as-built drawings have been located for this street. The City has a few photographs taken this year during the UGI gas main installation that shows the thickness of pavement at some the sections where the pavement was cut.

 

Q5. Are pavement borings anticipated?

A5. The City expects this will be required, but this depends on the engineering firm’s approach.

 

Q6. Will any traffic calming be anticipated as part of this project?

A6. Traffic calming measures are not anticipated but may be included if the engineer’s report justifies the benefits for these measures.

 

Q7. What is the construction budget for this project?

A7. The estimated construction cost is $1.2 to $1.6 million (concept phase estimate).

 

Q8. Will full-time inspection be required?

A8. This project is not a PennDOT administrated project and full time inspection will not be required. However, the City anticipates that there will be critical times during the construction that the engineering firm will need to provide inspection to insure that the work is installed correctly. The City anticipates that for most of the construction period only periodic inspection will be required by the

engineering firm. The City will provide the administrative management and will provide some daily construction inspection.

 

Q9. Is there any traffic data available on Kenhorst Blvd?

A9. The City only has data collected from sources online.

 

Q10. The RFP states “Technical documents associated with the Project may be made available by the City to the Proposers.” What documents are available?

A10. The City will provide Police Department accident reports, the information mentioned above and reports and drawings provided by the curb ramps engineer.

 

Q11. Will this project be coordinated with the 18th WONDER Project (along Hancock Boulevard)? A11. The City does not anticipate or require any coordination effort by the engineering firm between this project and the 18th WONDER Project.

 

Q12. Will the project require any storm system upgrades or additional stormwater feature improvements?

A12. The City does not anticipate that stormwater system improvements will be required. The engineering firm, however, may encounter stormwater system or other problems during the development of the pavement design, and if so the city expects any needed repairs to these problems to be included in the final design.

 

Q13. What are the right-of-way dimensions for Kenhorst Boulevard?

A13. The right-of-way width for Kenhorst Boulevard is 80 feet. The width of the cartway (between the curb faces) is 52 feet, and the width of the right-of-way beyond the curb faces to the outside boundary is 14 feet, both sides. This applies to Kenhorst Boulevard throughout the project.

 

Q14. Can the City provide an estimated number of hours for the inspection services?

A14. The actual quantity of required inspection will depend on the requirements of the final design and the performance of the contractor. For the purposes of this proposal the bidders can assume a total of 100 hours of inspection. Also, include in the proposal an hourly rate for an on-site inspector, with travel and all other related expenses included.

 

Q15. Is the city aware of any drainage problems within the project?

A15. The City is not aware of any serious drainage problems. However if the engineering firm discovers problems these shall be included in the final design, refer to question 12.

 

Q16. Should the final technical specification utilize the standard PennDOT construction items bid form?

A16. Yes, with pay items listed per PennDOT Pub 7.

 

Q17. Will you provide us with a link to the “Complete Streets Proclamation”?

A17. The City’s “Complete Streets” proclamation (Executive Order 2-2015) is attached to this addendum and is by reference made part of the contract documents. The selected consultant shall incorporate the guidance contained in this Executive Order as part of the scope of work.

Q18. Will you allow pavement cores to be a direct cost to the City, not billed through the design consultant?

A18. No, all costs associated with the engineering services shall be included in the lump sum bid and shall be paid for through the consultant’s contract. This allows the work to proceed on schedule without delays associated with City purchases.

 

Q19. Will field survey and base plans be required?

A19. The City does not foresee the need for a site survey for this project. However, if the consultant justifies that a site survey of the street, or selected sections of the street, would be beneficial to the City, then this will be considered during the proposal selection processes.

 

Q20. Will the construction of curb ramps (designed by others) be incorporated into this construction contract or will they be constructed before this project?

A20. The curb ramps will be constructed by others (Heim Construction) in the spring of 2017. The street repaving work will occur after the curb ramps are installed and after the UGI trench work is completed and the trenches have settled. The paving is anticipated to begin later in the spring or early summer of 2017. The Repaving Project final design shall include all required pavement markings, including the crosswalk markings and signage that are specified in the curb ramps plan.

 

Q21. Does the project include evaluation and/or replacement of curb?

A21. The City is not scheduling the replacement of curbs prior to the repaving work. Some curbing replacement may be included in the repaving contract if the consultant recommends this as part of the final design.

 

Q22. Are any City permits required for the proposed work?

A22. City Street Cut Permits will be required if cuts are required for the installation of a utility pipe, conduit, duct bank, or other utility facilities. Pavement cores and street reconstruction do not require permits. Contractors will be required to secure street and lane closure authorization, sidewalk closure permits (through Public Works), and temporary parking restriction permits (through the Reading Parking Authority).

 

Q23. Will the consultant be required to provide coordination with PennDOT Municipal Services staff relative to the use of Liquid Fuels monies or will the City handle that?

A23. The City will administrate the repaving project and will provide all coordination with PennDOT and Liquid Fuel Fund reporting.

Q24. Are all of the ramp designs available?

A24. The ramp designs will be developed this winter and will be made available after they are approved.
