This addendum is issued for the purpose of clarifying the intent of the contract documents, for making necessary corrections, deletions and additions to the documents. Each bidder is hereby instructed and authorized to incorporate in their proposal the instructions contained in this addendum.

 

The following questions and answers are a continuation from the questions and answers listed in Addendum No. 1:

Q5. Without prior knowledge of right-of-way, is the Contractor to assume that the typical grading needed behind the back of the sidewalks for concrete forms, ramp flairs and yard restoration will require the preparation of easement drawings?

A5. Do not assume that easements will be required. The right-of-way width for the length of Kenhorst Boulevard within this project is 80 feet. The right-of-way boundary lies 14 feet beyond the curb line, the cartway is 52 feet wide. All work shall be performed within the street right-of-way, refer to the Special Provisions section. The existing grade along the right-of-way boundary shall remain unchanged.

 

Q6. Note 7 of sheet 8 of the design drawings states “Coordinate with private business and the City concerning easement needed to bring to ADA standards.” Is the easement preparation the responsibility of the Contractor?

A6. Delete note 7 on Concept Drawing sheet 8. Assume that there is adequate right-of-way area in which to construct the ramps. If the Contractor must encroach any activity beyond the right-of-way, then the Contractor shall coordinate this activity with the adjacent property owner prior to the encroachment. The Contractor shall notify the City in advance of any coordination with property owners.

 

Q7. Note 5 of sheet 1 of the design drawings states “Adjust Manhole – 1 EA.” The manhole is less than

3.5 feet from the signal pole foundation and is located per the design drawings in the detectable warning surface. Assuming PennDOT will not allow a manhole at this location, will the City relocate the manhole or provide the materials necessary to modify the manhole cover if required??

A7. Manholes shall not be relocated horizontally. Vertical manhole frame adjustments shall be provided as incidental work to the Concrete Cement Sidewalks to ensure the lids are flush with the finish grade, refer to Item 0630-0010 in the Special Provisions to PennDOT Pub 408 section. The City will provide the grade adjustment rings for sanitary manhole in question. The Contractor shall use the layout shown on the Concept Drawings as a starting point for the Design Drawings. The Design Drawings shall comply with PennDOT curb ramp standards within acceptable limitations. Any exceptions shall be justified by the Technically Infeasible Form, refer to Item 0900-1000 Design of Curb Ramps (by quadrant).

 

Q8. The PennDOT TE-672 Pedestrian Accommodations form required for the Kenhorst Boulevard crossings includes analyses that are at the discretion of the City. Is the city requiring traffic studies such as speed analyses and gap analyses to be performed for these crossings? The posted speed limit is often acceptable in lieu of these studies.

A8. The design engineer shall provide Design Drawings that can be adequately defended based on PennDOT and MUTCD guidance procedures for determining the safe design of the crosswalks. Assume that the proposed street configuration and use will be the same as the present street configuration and use with the exception of the new curb ramp improvements. The City will provide any available local crash analysis reports.
