NOTICE

 

Q1. Because there are Federal and State Grant Funds being utilized; what additional review processes and submissions are required by these agencies?

A1. Please see the DCNR website. The funds are from the Community Conservation Partnership Program.

 

Q2. The list of deliverables to be provided within the specified time – Are these the requirements of the City’s RFP or of the Grant being provided?

A2. The City’s RFP.

 

Q3. Agency Coordination: Can we get a complete list of agencies required to review project (ie: City, State, and Federal)?

A3. No

 

Q4. Does the City have any preferred vendors for any items of the scope of the project? A4. No

 

Q5. Question: The Work due in 60 days from the award – is there a list of required deliverables? A5. No

 

Q6. Are there specific requirements for the advertising of the public meetings? Are these advertising costs to be included in the proposal or allowed as reimbursable?

A6. Included in the proposal’s not to exceed price.

 

Q7. I have read the directions for the project and just wondering if there is any additional bonding requirements, I simply read that there was insurance requirements and a sub surety but nothing else, please confirm.

A7. Whatever is in the specification is all that is required.

 

Q8.What, if any, reporting requirements exist for the grant funding?

A8. Please see the DCNR website. The grant is from the Community Conservation Partnership Program.

Q9. Is the intended 60-day design period to include design only? Would permitting be outside of this schedule? Please clarify.

A9. 60 business days for design only.

 

Q10. It was stated during the pre-bid that environmental reports are required for the project. Can you clarify what reports are necessary?

A10. Environmental reports that are required by PA DCNR and CDBG.

 

Q11. It was stated during the pre-bid meeting that the total design services budget for the project is $100K, with $50K allocated for each park. Can you please confirm that this is the budget?

A11. Approximately $50,000 for each park.

 

Q12. BAER: Are your expectations for lighting, strictly security lighting added or the replacement of lights on the ballfield also?

A12. Security lighting and ballfield lights are included.

 

Q13. BAER: Given the old age of the wooden posts at ballfield lights, do you want them replaced with ballfield light fixtures also?

A13. Use existing poles.

 

Q14. BAER: The RFP makes reference to porous paving at the basketball courts. Since acrylic color coatings will make the pavement non-porous, do you still want porous paving?

A14. Yes, porous paving is wanted.

 

Q15. BAER: The RFP implied playground equipment and safety surfacing replacement at Baer Park but the pre-proposal meeting implied only one new piece of equipment in a new location and the old play item not in contract. Is this correct?

A15. The old or existing play equipment replacement will not be included in the contract.

 

Q16. BAER: Since a water source may have to come through the existing playground to the new spray item, is it feasible to bring new water service from a new tap at the north end of George Street?

A16. That could be a possibility.

 

Q17. 6th & AMITY: Can you confirm the play equipment at 6th and Amity with safety surfacing is intended to be a total replacement?

A17. Yes

 

Q18. 6th & Amity: Is a capture and re-use and water treatment system required for the spray play item?

A18. A decision has not been made. It will be discussed after the design award.

 

Q19. 6th & Amity: Does your expectation of 60 days consultant design period include the construction documents ready to bid at the end of 60 days?

A19. Yes

Q20. 6th & Amity: Since a Site Master Plan is required but the baseball field is not in the scope, will you accept just the remaining site areas for the Master Plan?

A20. Yes, but a metes and bounds map of the whole playground is required by PA DCNR.

 

Q21. 6th & Amity: Is the lighting scope strictly new security lighting or is the basketball and baseball lighting included?

A21. Security lighting.

 

Q22. Are proposers required to submit insurance certificates/proof of insurance at the time of proposal?

A22. Yes

 

Q23. Is there a specific format for the price proposal? A23. Yes it is set up within Pennbid.

 

Q24. What is meant by “indicate the firm’s relevant utility engineering in adjoining counties in the past ten years...”?

A24. Any utility engineering work in adjoining counties that are similar to this project.

 

Q25. Will the City award both parks to one team or will each park be awarded separately? A25. One team will be awarded both parks.

 

Q26. Will the City use PennBid for construction bidding? A26. Yes it will be on Pennbid.

 

Q27. With a 60 day completion requested, would the City accept a 50% and 100% design submission?

A27. Yes

 

Q28. Does the City have selected vendors for the spray pad equipment or play apparatus? A28. That will be discussed with awarded firm.

 

Q29. Are proposers required to submit the Non-Collusion Affidavit and Non Discrimination Statement provided with the RFP at the time of proposal? If so, please identify in which section the forms should be submitted.

A29. Yes they are required to submit them at the time of the Proposal.

 

Q30 Will any review fees be paid directly by the City? A30. No

 

Q31.Will site information from previously funded projects be made available? A31.Yes, if availalble.

 

Q32. At the 6th and Amity Park, is a construction plan required for full build-out or just Phase 1? A32. Phase I

Q33.Will separate neighborhood meetings be held for the two (2) parks? A33. Separate

 

Q34 For Baer Park, is an NPDES Permit anticipated? A34. No

 

Q35. Does the City of Reading prefer a Landscape Architect or Engineer to prime this project? A35. The proposer must be qualified to perform the design and construction services described in the scope of work.

 

Q36. Why are these two projects being bid out together? Can a consultant choose to bid only on one of these projects?

A36. The award is for both projects.

 

Q37. Please confirm that each park project has a fixed-fee of $50,000 for consulting fees, for a total of $100,000 in consulting fees for the two projects.

A37. The total cost for both projects is approximately $100,000.

 

Q38. Have any preliminary cost estimates been completed for the improvements suggested at both parks?

A38. No

 

Q39. Please confirm availability, location and level of service for water and electric utilities.

A39. PA1Call will have to be utilized.

 

Q40. Please clarify the tasks (preferably as presented in the RFP) included in the "60 day" completion of design. For example, ESCP permits (task A.4) could not be approved within 60 days of the first design meeting.

Q44. It was stated during the pre-bid that the construction budget for Baer Park is $300K and 6th/Amity is $310K. Can you please verify this is correct?

A44. Baer Park: Approximately $300,000 and 6th & Amity: Approximately $310,000.

 

Q45. Does the City have any preferred vendors for any items of the scope of the project?

A45. That will be discussed with awarded firm.
