NOTICE

 

Q1.
With the exception of the northwest corner of 4th and Penn knockdown, does the City intend on installing decorative signal equipment at the other four intersections?

 

A1.
No decorative equipment except the decorative street light at 4th and Penn St.

 

Q2.
Understanding that all intersections with span wire indications requires a secondary signal indication; does the City intend on retaining the existing signal indications on the existing span wire and a new secondary signal indication on a pedestal or did the City assume the project would eliminate all span wire indications?

 

A2.
All span wire signals shall be eliminated. The traffic signals at each intersection shall comply with current PennDOT design using mast arm supports.

 

Q3.
Is the City willing to install pedestals for the signal indications as opposed to mast arms?

 

A3.
Pedestals shall be used for pedestrian signals and push buttons where necessary, but the traffic signals shall be mounted on mast arms.

 

Q4.
Is there an estimated value associated with this?

 

A4.
The budget estimate is in the RFP: $950,000

 

Q5.
The intersections appear to include TBC; does the City intend on continuing with TBC or installing communications and creating a traffic adaptive or a closed loop system?

 

A5.
The N. Front Street signals operate on time base coordination. The 4th and Penn St. signal is on a network and will remain that way. The Consultant shall recommend alternatives for all signal system upgrades, including signal coordination, during the preliminary engineering design phase. The City will determine the most appropriate alternative at that time.

 

Q6.
Does the City have any survey data for any of the intersections?

 

A6.
No. Surveys shall be prepared by the Consultant. The City will provide GIS database mapping of the stormwater and sanitary sewer mains, and the map of the right of way boundaries.

 

Q7.
Does the City have any AutoCAD files for any of the 5 intersections (this inquiry includes the 4th and Penn intersection)?

 

A7.
No, the City has no AutoCAD files.

 

Q8.
Does the City intend on updating the controller cabinets and if so, are post-mounted controllers acceptable to the City?

 

A8.
The consultant shall appraise the condition of the cabinets and all of the existing equipment. The City assumes that all of the existing equipment is fully depreciated and will require replacement.

 

Q9.
Has the City discussed with PennDOT continuing the use of span wire?

 

A9.
Yes, the City has had that discussion. For the purpose of this RFP assume the design will utilize mast arms.

 

Q10.
Are any of the roads involved State Roads?

 

A10.
N. Front Street is “designated” and posted as “North SR 183”. However this is just a designation, N. Front St. and the related side streets are all city streets. 4th Street is a state highway and Penn Street is a city street.

 

Q11.
Are the poles supporting the signal span wires to be replaced on all of the intersections?

 

A11.
The City expects to replace all of the span wire supports with mast arm supports, although the City will look to the Consultant for advice on this during the preliminary engineering.

 

Q12.
When is the anticipated Notice to Proceed?

 

A12.
About a month after the project is awarded by Council.
