QUESTIONS & ANSWERS

 

  1. Who is the current contract holder for these services? The current contract holder for these services is Johnson, Mirmiran & Thompson.

     

  2. How many applications for Certificate of Appropriateness has the City received for HARB review in the past 12 months? Approximately 80 Certificate of Appropriateness applications were received for review by the HARB in the past 12 months.

     

  3. Do all applications for Certificated of Appropriateness need to be evaluated by the consultant, or are some handled through staff review? Only Certificate of Appropriateness applications that are required to be reviewed by the HARB as per the Historic District Ordinance are to be evaluated by the consultant. There are COA applications that are reviewed and approved by Staff. The number provided in the answer above does not include applications approved at Staff level.

     

  4. Do existing survey forms exist for all 840 properties in the Centre Park Historic

    District? No. When the 1978 Comprehensive Historic Sites Survey was undertaken, survey forms were completed for only the more historically significant structures. New Abbreviated Historic Resource Survey Forms must be completed for each property in the Centre Park Historic District in keeping with PHMC guidelines and the recently re-surveyed Prince and Penn’s Common Historic Districts as approved by the PHMC. The selected consultant will be responsible for meeting with the PHMC prior to beginning the survey to ensure that the survey is completed in the required format.

     

  5. Please provide a sample of a typical existing survey form (prepared in 1978) for one of the properties in the Centre Park Historic district so that we may see the typical level of information that is already recorded. A sample of an existing form (for 701 Centre Avenue) is attached.

     

  6. Will the consultant be responsible to enter all information into the PHMC database? Yes, the consultant will be responsible for entering all of the information into the PHMC database.

     

  7. What is the term of this contract? This project is funded by a PHMC CLG Grant of which the grant period runs from August 1, 2016 until July 31, 2017. The term of this contract will be from October 1, 2016 through July 31, 2017.
