2018 Electric Supply

REQUEST FOR PROPOSALS THIRD PARTY ELECTRICAL SUPPLIER

 

On behalf of its variable departments and locations, the City of Reading, Pennsylvania is soliciting proposals from qualified suppliers of electricity.

 

There are approximately 300 various electrical accounts by the City that may eventually participate in purchasing electricity as a result of this solicitation. The final decision to purchase electricity as a result of this solicitation will rest with the City. None of these accounts will be under contract from other suppliers for time periods under consideration. The current accounts are managed by the Metropolitan Edison Company.

 

The City is requesting two alternative proposals – both firm prices (including GMT) per kilowatt hour for each account identified. The first alternate proposal is for single firm prices for normal electricity supply for one year, two years or three years. The second alternate proposal is for single firm prices for the combination of 90% normal energy supply and 10% renewable energy supply for one year, two years and three years. Variable prices, exceptions, add-ons, givebacks or other factors that could change the offered price will not be considered.

 

All bidding documents, including a listing of all eligible accounts including the 20 digit identification number is available at no cost on PennBid. Note that three (3) accounts, specified in the listing, are expected to double or triple in usage in the upcoming supply year, due to facility expansion, and should be covered by the proposals. Specific electricity consumption or patterns by specific accounts will not be provided by this solicitation process but should be available to proposers from normal procedures. The proposal with the lowest cost per kilowatt hour will be recommended for all accounts for a final contract agreement.

 

A pre-proposal meeting will not be held.

 

Standard Contract Agreement language (and not price proposals) that will be used for final proposals must be pre-submitted on or before noon Thursday, December 6, 2018. Questions shall be submitted via the "Questions" feature within PennBid before noon Thursday, December 6, 2018. An Addendum will be issued December 13th 2018.

 

An electronic proposal, inclusive of all requested information and supporting documents, shall be submitted via the Pennbid Program (www.ebidexchange.com/pennbid). Proposals shall be received until 10:00 A.M., prevailing time on, or before 10:00AM on Thursday, December 20, 2018.

 

Late proposals will be disqualified.
