The City of Reading received a CRIZ (City Revitalization and Improvement Zone) designation from Governor Shapiro in December 2024. The CRIZ program, established by Pennsylvania law, is designed to stimulate economic development and job creation within designated zones. These zones capture and reinvest state and local taxes generated within them to support various economic development projects. The program's purpose is to revitalize urban areas by encouraging private investment, business growth, and community redevelopment. CRIZ zones can encompass up to 130 acres and are selected based on their potential to generate significant economic improvements. Certain taxes captured within these zones are used to pay the debt-service on new construction, renovation of existing buildings, and infrastructure improvements.

The Reading CRIZ is administered by the City of Reading Revitalization and Improvement Zone Authority (CRRIZA) Board. The Board is in the process of developing CRRIZA program guidelines. The Board will update this website with more information as it is developed.
