Notice is hereby given that the City of Reading Zoning Hearing Board will conduct public hearings on Wednesday, February 08, 2023 at 5:30 p.m. in the following matters. The public may participate in these hearings virtually and via telephone. Upon request, a meeting space may be provided at City Hall, 815 Washington St., Reading PA 19601, for the public to view or participate in the hearings, subject to the following advance registration requirements.

Members of the public who wish to attend or participate in public hearings must register in advance by providing their name, address, phone number, and email address to the Zoning Administrator by 4 p.m. on Tuesday, February 07, 2023, via email to This email address is being protected from spambots. CASES CONTINUED FROM DECEMBER AND LAST MONTH:

 Appeal #2022-48 – 820 Buttonwood St. (UPI 09530776927329) Richard Yelk is requesting Variances of Sections §600-804.B.(1)(g) [R3 regulations]; §600-1008 [off-premises parking areas in the R-C District]; and §600-1602 [parking standards]. The overall goal of the application is to allow the use of surface parking as an accessory use to continue. The subject property is located in the R-3 Zoning District.

Appeal #2022-55 – 201 S Front St. (UPI 05530607589867) Reading Area Community College is requesting Variances and/or Special Exceptions of Sections §600-817; §600-1401[buffer strips]; §600-1601;  §600-1602.M/R/N [shade trees/Planning Commission/Lighting];  The overall goal of the application is to expand existing parking from approximately 57 spaces to 274 spaces.  The subject property is located in the M-C Zoning District, within the Institutional Overlay. 

 

NEW CASES TO BE HEARD:

Appeal #2022-57 – 620 S 7th St (UPI 02530644868634) and 626 S 7th St (02530644867690) C & P Realty Management c/o Marisol Paris is requesting Variances  of Sections §600-607(G) [Non-conforming regulations], §600-804.B(1) [R-3 Regulations], §600-608(A) [Prohibited uses] and §600-1603A(31)(d)(33)[Parking Requirements.  The overall goal of the application is to establish Retail clothing store with off-street parking at 626 S 7th St.  The subject property is located in the R-3 Zoning District, within the Prince Historic District. 

Appeal #2022-58 – 2335 Fairmont Ave. (UPI 17530816822634) Lawrence L. Cruise & Katharine A Cruise, are requesting a Variance of Sections §600-803(B)(2)(b) [R-2 Regulations] and §600-1002 [Private Garages] and an Appeal of a determination by the Zoning Administrator.  In the alternative, dimensional variance from setback requirements of §600-803(A) and/or §600-1002(C) and/or the square footage limitation in section §600-803(B)(2)(b)   The overall goal of the application is for an existing unpermitted carport.  The subject properties are located in the R-2 Residential Zoning District. 

Appeal #2023-01– 45 S. Front Street (UPI 05530607598724) Reading Area Community College is requesting Variances of Sections §600-1834.C [substantial improvement within the floodplain overlay]; and §600-1823 [elevation requirement pursuant to Section 600-1834.C]; The overall goal of the application is to request relief from all requirements of the floodplain overlay.  The subject property is located in the C-C Zoning District, within the Institutional Overlay, and within the Special Flood Hazard overlay. 

Appeal #2023-02 – 500 Fern Ave. (UPI 18530657641186) Joshua R. Rodriguez is appealing the determination of the Zoning Administrator of Section §600-1006(A) Home Occupations pursuant to section §600-803(B)(2)(d) or in the alternative is requesting Special Exception to Section §600-803(B)(3)(f) [R-2 Regulations] pursuant to section §600-1202[Conditions]; and also seeks Variance of section §600-1006(A)(3), The overall goal of the application is establish a home occupation for auto detailing.  The subject property is located in the R-2 Zoning District.
