POSITION SUMMARY: This position manages project and program development, implementation and budgeting which includes an assurance of project completion and the continuous improvement of other program initiatives. This position will work closely with the Public Works Division whose department manages procurement, budgeting and other relevant financial processes.

Typical job duties include but are not limited to:

  • Performs all assigned duties and essential functions in a manner consistent with the Department of Public Works vision, mission and goals;
  • Directs continuous cost evaluation process; cost saving & quality improvement initiatives;
  • Functions as a member of the senior leadership team, serving as a resource and partner to the Mayor, Managing Director and other department directors in studying major issues and trends; identifying special concerns or needs and making recommendations for solutions;
  • Ensures the overall effectiveness of all department programs, activities and functions in accordance with the City’s mission and values as well as optimizing the use of financial, physical and human resources in achieving department objectives;
  • Oversight of Division Managers including administrative direction, consultation on budgeting and personnel;
  • Monitors the Public Works portion of the City’s website on a regular basis and provides updates as appropriate;
  • Directs project development and implementation while maintaining compliance with City purchasing practices and contract specifications. Periodically monitors implemented projects and evaluate them to measure effectiveness in accomplishing policy objectives and expectations;
  • Conducts and/or attends various meetings and/or workshops as assigned by the Director of Public Works and/or her/his designee;
  • Resolve all issues associated with Public Works projects/programs including sensitive inquiries or complaints [internal/external] and interface with the business community, stakeholder groups and elected officials.

MINIMUM QUALIFICATIONS:      

Educational Requirements

  • Bachelor's Degree from an accredited four year college or university is required with major coursework in Business Administration, Public Administration, Economics, Public Works Management, Project Management, Environmental Engineering, Urban Planning, Architecture, or other job related field.  Four (4) years of related experience with a minimum of 2 years in a related job capacity.  A Master’s degree may substitute for 2 years of related experience.

Experience

  • Seeking innovative master collaborator who demonstrates superior project and program management skills that can develop an action plan for the Department of Public Works. PMP Certification preferred.
  • Using technology, candidate must possess planning, budget and financial management experience including the ability to establish meaningful performance metrics.
  • Strong organizational skills and with a superior ability to multi-task is required.
  • Thorough working knowledge of: departmental functions and operations; standard office practices and procedures; ability to operate a personal computer in a windows environment with proficiency in Microsoft Office required; familiarity with database programs and computer systems.
  • Knowledge and skill in writing and communicating in a clear, concise, and well composed manner; ability to think logically and work under circumstances that constantly change.
  • Must be self-motivated and able to autonomously. Must have the ability to stay positive even under pressure and adverse criticism and balance multiple
