Councilor Goodman-Hinnershitz called the hearing to order at approximately 5:07 pm.  She announced that the purpose of the hearing is to obtain public comment on the proposed 2022 Capital budget. 

Due to the pandemic, the public is prohibited from physically attending the meeting.  The meeting is convened via virtual app. Those without internet or dial-in ability have the opportunity to view the meeting in the Penn Room, City Hall.  Public comment is available by using the meeting link on the agenda, calling the phone number listed on the agenda, or though the Penn Room connection.

I.       Presentation by the Administration

Mr. Kelly stated that the proposed Capital spending plan is listed below.  He noted that the specific projects across all departmental divisions will be described at the Budget Review session immediately following this public hearing.

  • Public Works projects - $9,285,000
  • Fire & EMS - $2,317,000
  • Police projects - $2,714,130
  • Admin - $1,490,000

TOTAL CAPITAL PLAN EXPENDITURES - $15,766,130

Mr. Kelly stated that unlike the General Fund budget and Capital program budget does not need to be balanced between revenues and expenditures.  He noted that the 2022 capital plan exceeds revenue on hand by approximately $2M. 

Councilor Goodman-Hinnershitz noted that these figures are different from those originally advertised.  Mr. Kelly agreed, noting that these figures match those in the budget binders.

                 

II.     Public Comment (No More than 3 minutes per speaker)

Councilor Goodman-Hinnershitz opened the floor for public comment. No one was registered to speak and no written comment was received. No citizens were connected to the meeting via the meeting link or telephone and no one was present in the Penn Room. The comment period was closed.

III.    Council Comment

None.

IV.    Adjourn

Mr. Marmarou moved, seconded by Ms. Reed, to adjourn the hearing at approximately 5:17 pm.
