The Reading HARB consists of 11 individuals and must include: a registered architect, a licensed real estate broker, a building inspector, one person who is either a resident of or owner of property within each historic district and others knowledgeable or having an interest in historic architecture and preservation. 
           
The terms of members are fixed so that no more than four terms expire during the same calendar year.  Upon the expiration of the term of a member, a successor is appointed to serve for a term of three years, and members may serve multiple terms.
