Vaughn D. Spencer
City Council President


Vaughn D. Spencer serves as City Council President, an office which he has held since 2002 and was re-elected to in 2005. Mr. Spencer got his first experience in local government service when he was appointed to fill the District 3 Council seat vacated in January 2000.

Mr. Spencer is a life-long Reading resident and is an alumnus of Reading Senior High. He graduated from Cheyney University with a Bachelors degree in Social Sciences. He is currently teaching 7th Grade Social Studies at the Reading School District Southern Middle School. He has created many programs for the children such as the Mentoring Program. He is held in high esteem by faculty, students and the citizens of Reading.

Prior to his District 3 appointment, Mr. Spencer served on the Reading Airport Authority Board of Directors and the Police Athletic League (PAL) Board. He also serves on the Executive Board for the Untied Labor Council of Reading and Berks County, the PSEA's P.A.C.E. Board, United Communities for Working Families Board and the Olivets Boys & Girls Club Board. Mr. Spencer also participates on the Executive Board of the Reading Education Association.

The Caron Foundation named Mr. Spencer Teacher of the Year. He has also received awards such as the Susan B. Weinberger Award for YES Mentoring and has been named Teach of the Year by Jr. Achievement of Berks County.

Mr. Spencer is working to improve services from the Community Development Department and improve the City's use of HUD funds. He stresses the importance of the mission of the Human Relations Commission and the Fair Housing Office. Mr. Spencer will push to improve the value of service Reading residents receive and emphasize the need for the City to be more responsive to the citizen requests for service (codes, trash, stabilization).

Under Mr. Spencer's leadership, Council has adjusted their meeting schedule. They now hold pre-council sessions - Committee of the Whole Meetings - before each regular business meeting. This provides Council with opportunity to go over the meeting agenda and to get clarification where needed.

Mr. Spencer’s patience has served him well as Council President. With a focus on bringing civility and full discussion to Council meetings, Spencer hopes to reduce crime rates, compare city finances, improve services and encourage community involvement. Through his dedication to the City of Reading with Council, Spencer will continue to work towards the betterment of life for the people of Reading.
