City Council Bi-weekly Update
~ A concise post on City Council ~
The City Council of Reading held a regular meeting on November
27, 2006. The following ordinances, resolutions and issues
were discussed by council and decided upon during the meetings
in the past two weeks:
• Unanimously voted in favor of making an application
to the County of Berks for an allocation of County Liquid
Fuels Tax Funds in the amount of $20,090 for stone wall
repairs along Skyline Drive.
• Unanimously voted in favor of Bill No. 76, establishing
the General Fund Budget for the City of Reading.
• Unanimously voted in favor of Bill No. 77 establishing
the Capital Improvement Plan Budget for the City of Reading.
• Unanimously voted in favor of Bill No. 78 establishing
the Full-Time Employee positions for the City of Reading
for the fiscal year 2007.
• Unanimously voted in favor of Bill No. 79, levying
the real estate taxes for the fiscal year beginning the
first day of January, 2007 and ending the thirty-first day
of December, 2007.
• Unanimously voted in favor of Bill No. 80, amending
and re-enacting Article 24-321 to 24-336 by increasing the
Home Rule Realty Transfer Tax from 3% to 5%.
• Unanimously voted in favor of Bill No. 81, providing
for a tax on Earned Income on nine tenths of one percent.
• Tabled Bill No. 82, adopting General Obligation
Bonds for the design, acquisition, construction, installation
and furnishing of a new sanitary sewage collection and treating
system.
• Unanimously voted in favor of Bill No. 83, guaranteeing
the City of Reading Redevelopment Authorities 2006 Pension
Note.
• Tabled Bill No. 84, establishing a twenty-five million
dollar line of credit in 2006.
• Unanimously voted in favor of Bill No.85, amending
Section 15-202, Parking Meter Zones of the Codified Ordinances,
by accepting the number and location and type of parking
meters.
• Tabled Bill No. 86, transferring the Section 407
of Chapter 15 Motor Vehicles and Traffic regulations concerning
the parking of Mobile Homes and Truck Trailers to Chapter
10 Health and Safety.
• Unanimously voted in favor of Bill No. 87, authorizing
the Mayor to execute all documents relating to the transfer
of the Elks Club from the City of Reading, to Our City Reading
Inc.
• Unanimously voted in favor of Bill No. 88, adopting
2006 General Obligations Bond.
• Tabled Resolution approving an interest rate management
plan for the 2008 General Obligations Bond.
• Administration withdrew Resolution establishing
a Joint Municipal Authority & appointing Mayor as the
City representative.
• Unanimously voted in favor of Resolution settling
the federal law suit with the Caption Denise Wise v. City
of Reading, et al, Case 2:06-cv-02181-SD and the payment
of the settlement amount of $750,000 in three installments.
• Unanimously voted in favor of Resolution appointing
Dave Johnson to the Redevelopment Authority.
